Tsunami warning system not manned on boxing day

World leaders at the Jakarta summit have been discussing the possibility of creating a tsunami warning system for the Indian Ocean, like the one in the Pacific. But systems are only as good as the people who run them. It now turns out there was a system in place that could have warned Sri Lanka, India and countries in Africa of impending disaster. It has a problem, though: it's not manned on public holidays, and you only get the information if you're part of an exclusive group of countries. What is this system and why wasn't it used?
